Are you a work permit who is looking to get an S-Pass upgrade? Or perhaps, an employee coming to Singapore to work and looking for more information? But before we get started, the table below shows a brief guideline on the difference between these work passes. The key differences between the three (3) work passes are mainly the minimum salary, educational level and the type of jobs, which directly affects their eligibility for Permanent Residency, employment levy or even available quotas.

1. What are the differences between the Work Passes?

After reading the table above, it’s clear that Singapore is looking to gradually reduce its reliance on foreign workers and transition for companies to hire semi and high skilled foreign workers.

As mentioned in the recent Budget 2022, upgrading one’s education levels and skill-sets is becoming more prevalent to meet the competitive nature of the labour workforce. But before we digress any further, let us discuss the following:

2. How can a Work Permit apply for an S-Pass?

As quoted by the Ministry Of Manpower (MOM), if you hold a Work Permit and wish to apply for an S Pass, first ensure that you are eligible for the S Pass by using the S Pass self-assessment tool (click here).

If you are eligible for it, and the company you work in has enough industry quota to grant you an S Pass, your employer can then apply for an S Pass for you. As long as your Work Permit is Valid, you can remain in Singapore while the application is made. No cancellation of the Work Permit is necessary before the S-Pass is approved. However, if your Work Permit is expiring before getting an approval for your S-Pass application, you can request for an extension of your work permit.

Can I still get an s-pass, if I face any of the challenges below? 

  1.   I do not meet the minimum wage requirement, can I still apply for an S-Pass?
  2.   I meet the minimum salary criteria, but I do not have a diploma, can I still apply?
  3.   I do not meet both the minimum wage and education requirements, how can I upgrade?
